This Gravitating Inkwell is a vintage inkstand made by Perry & Co. that uses a pivoting, cylindrical pottery ink holder with a spout, encased in a brass frame. It's called a "gravitating" or "pivoting" inkwell because the cylinder is on a pivot that allows it to roll open to expose the ink for use and then roll back closed to preserve it. 
It has the Perry & Co. coat of arms, the "Patent" mark, and  includes a pen rest.
